Commitment requires courage. Courage requires sacrifice and truth telling even when it is not popular. Truth telling requires an educated political class and citizenry. I can only speak of the US directly but in general we fail on each count. Sacrifice is difficult because in the West as it has been too cozy and fed the tale that we can always get something for nothing (especially in the US and UK).
But the biggest issue IMHO is the lack of historical knowledge and failing to understand how we have gotten to where we are today. And I fear as Santayana has stated, we are doomed to repeat it. And the last time we made this mistake, the results were catastrophic.

I really fear there won't be enough commitment, though. There is a need for it, but the strength to do it is lacking.
