I don't think so, he's so afraid of his people. They're currently reversing course in trying to cover up wolf warrior diplomacy because they fear more decoupling, from US and the West they are totally dependent on for their not even great standard of living.. An actual war, economic embargo, becoming North Korea, isn't doable. They do not want to increase domestic suffering. I guess its doable if you make the security services the most highly paid desired job, to prevent them from ever sympathizing with the country's plight, and just mass imprison and torture like Stalin.
